Karina Shyrokykh, a member of FBA’s International Research Working Groups, leads a new research project that aims to shed light on how Transnational Municipal Cooperation can be deployed in crisis situations.

Niklas Hultin is Senior Researcher at FBA. In this capacity, he contributes to several aspects of the Research and Development Unit’s work and conducts his own empirical research. Niklas’ research project, “Early warning systems, the construction of risk, and conflict prevention” (2023-2026) explores how early warning systems are implemented by local and national actors and the politics of response to warnings. Drawing on a case study of Liberia, the study explores how different stakeholders in the country participate in and respond to multiple early warning systems and the factors (logistical and conceptual) that affects the participation and response.
The study pays particular attention to how both implementation and response are gendered and interactions between civilian and military actors in this context. Based on this analysis, the project informs research and practice more broadly in terms of establishing and operationalizing effective conflict prevention and de-escalation efforts.
Niklas previously worked in academia, and he has held research and teaching positions at George Mason University, University of Virginia, American University, Swarthmore College, Cambridge University, and University of The Gambia.
The majority of his previous research has been carried out in The Gambia and he has also conducted research in Senegal, Nigeria, Sweden, United Kingdom, and the United States. This research has twice been supported by the US National Science Foundation as well as the Isaac Newton Trust at Cambridge University and the American-Scandinavian Foundation, among others. It has led to dozens of journal articles, book chapters, and reports as well as the single-authored monograph International Small Arms and Gun Control in Africa.
He is also one of the founding editors of African Conflict & Peacebuilding Review. Niklas has a PhD in anthropology from the University of Pennsylvania, an LLM in human rights from Queen’s University Belfast, and a BA in history and anthropology from the University of the South—Sewanee.
