FBA supports peace initiatives in Colombia

The peace negotiations between the Colombian government and the FARC guerrilla continues. The FBA experts on DDR, Disarmament, Demobilisation and Reintegration, just got back from Bogotá, Colombia, where they were invited to participate in a three day conference organised by the International Organisation for Migration (IOM).

The Peace Commissioner's office, who participates in the peace negotiations with FARC in Havana, were the audience when the FBA experts held workshops on ceasefires and best practice from other peace processes in the region, disarmament and submission of weapons, holding patterns and stabilisation processes, among other topics.

Three crucial parts of the agreement are already approved by both parties, concerning land reform, drug traffic and political participation. Although the part on compensating victims of the long conflict seems to take longer than previously planned, Hans Thorgren, FBA´s project manager for the DDR team, is hopeful.

– Although there is a long way to go, it is a huge step forward that these three complex and hard issues are agreed upon. The remaining parts of the agreement are not going to be easy and will probably take longer than predicted, but that doesn´t have to be something negative, it might even give more legitimacy to the final agreement.

The FBA is one of the leading institutions when it comes to training, research and policy development in the field of DDR and has contributed to the UN doctrine on DDR (IDDRS). Our work in Bogotá was recently mentioned in the Spanish newspaper La Razón (in Spanish). Read more about FBA´s work on DDR here.

Appreciated training on security sector reform has reached more than 1,000 participants

Instructive and professional. That is how the participants perceive FBA’s trainings on security sector reform. Still, many participants struggle to put their newly-gained knowledge into practice and make a change, according to a recent evaluation. FBA will now focus on creating sustainable results that contribute to change.

Conflict resources and the rule of law

Over 40 per cent of all intrastate conflicts have a link to natural resources and, while it is not new evidence as such, less than a quarter of peace negotiations actually aim to resolve conflicts by addressing resource management mechanisms. By the same token, links to natural resources are rarely included in the design of peacekeeping operations or even conflict analysis to start with.

The risks for relapse are furthermore twice as high for conflicts associated with ... Read entire post »

Time for the Vikings to set sail again

In just about a week, the Viking-18 exercise will start. In rough figures, around 3000 people (out of which some 300 are civilians), of 60+ nationalities, will meet across nine international sites to do a multinational, joint and civil-military exercise. It is the grand finale of almost two years of hard work by a dedicated group of individuals from many nations and organizations, including FBA, which has the role of facilitating and coordinating the civilian strands ...
