The 1325 Scholarship was established in memory of gender equality expert and peacebuilder Zaida Catalán.
The Handbook for Monitoring Administrative Justice is the first of its kind and provides both normative and practical guidance for practitioners involved in trial monitoring. It outlines core standards that apply to administrative justice and responds to concrete needs of trial monitoring in the field of administrative justice.
The aim is to increase support for participating states in developing functioning justice systems that adjudicate cases consistent with the rule of law and international and European fair trial standards. Regional organizations and non-governmental actors where new courts for administrative justice have been established, such as in Albania, Kosovo, Georgia and Azerbaijan, have expressed a big interest in its use.
The Folke Bernadotte Academy (FBA) and the OSCE Office for Democratic Institutions and Human Rights (ODHIR) have jointly developed the handbook.
The FBA and ODHIR encourage further engagement of practitioners and authorities in improving the existing framework and operation of their administrative justice systems.
