This desk-based review is intended to serve as a starting for a wider dialogue within the UN system and beyond about how the PCS can be better operationalized in the field.
This paper explores the challenges of implementing a PCS approach
in line with the vision of SDG-16. It breaks down and explains the
various subsidiary concepts that have grown out of PCS thinking and
been mainstreamed in it. Obstacles to the realization of PCS programming
are explored with some preliminary thoughts on how they can be
overcome. The paper shows that while there are many challenges to the
application of the PCS approach, it remains the best tool available to realize
the ambitious vison of SDG-16 and the SDG-16+ roadmap.
