FBA’s work with Moldova

Moldova is one of the countries most heavily targeted by Russian pressure since the full-scale invasion of Ukraine in 2022. Hybrid threats affect virtually all parts of society and are reinforced by the threat of military intervention. FBA works with the Moldovan Government Chancellery to strengthen the country’s resilience, supports societal reforms necessary for Moldova’s EU integration, and seconded personnel to the EU mission EUPM.

Public Administration Reform

SPRINT is a training programme for young civil servants aimed at strengthening and reforming public administration to become more effective and transparent, with citizens’ needs at its core. It was launched in 2023 by the Moldovan Government Chancellery in partnership with FBA and the U.S. National Democratic Institute. The programme empowers young civil servants, motivates them to remain in public service, and enables their own ideas for change and efficiency to be developed, highlighted, and implemented.

Moldova’s EU Integration

Moldova applied for EU membership in 2022, a step subsequently confirmed by popular referendum in 2024. An EU application entails a comprehensive process of assessment and reform. FBA supports Moldova in national coordination and cooperation and provides strategic advice to ensure responsible and effective reform processes. As part of this support, FBA also assists negotiations between the Moldovan government and the administration of the breakaway region of Transnistria.

Enhanced Security and Participation

FBA contributes to Moldova’s resilience against hybrid threats by increasing understanding of system-wide threats that require broad collaboration and dialogue. FBA trains civil servants at national and regional levels in analytical methods and in addressing threats while safeguarding democratic principles such as openness and transparency. FBA also seconds Swedish experts to the EU Partnership Mission, with a specific mandate to support Moldova in countering hybrid threats and crisis management.

Together with the Swedish Police Authority, FBA delivers a leadership programme on gender equality for Moldovan police chiefs from across the country, combining theory with practical tools, dialogue, and coaching from Moldovan mentors. FBA also works more broadly on gender mainstreaming for senior leaders in the security sector, in partnership with the Ministry of Internal Affairs. A security sector that better understands diverse security needs is more capable of providing security and building trust.

Support for Social Cohesion, Peace Processes, and Trust-Building

FBA strengthens knowledge of dialogue and negotiation processes, conflict analysis, and work on social cohesion. The aim is to support the development of an equitable and democratic society towards long-term peace and security.

Personnel Contributions

FBA seconds personnel to the EU mission EUPM, which helps strengthen Moldova’s national crisis management structure and resilience against hybrid threats. FBA also provides observers to independent election observation missions to ensure that elections are conducted fairly and transparently. The most recent elections took place in 2024 and 2025.
