FBA and Hybrid CoE

Since 2024, the Folke Bernadotte Academy (FBA) has been working on hybrid threats and also seconds personnel to The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) in Helsinki. Through these secondments, we strengthen our cooperation with the Centre and can make greater use of its expertise, methods, and models in our own activities.

FBA and the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE)

The Hybrid CoE is an international and independent knowledge and cooperation centre that brings together 36 EU and NATO countries to strengthen resilience against hybrid threats. By combining civilian and military perspectives, the Centre offers expertise and training, and develops new strategies and practical solutions to counter influence and attacks.

The deployed Swedish senior adviser focuses particularly on Ukraine’s efforts to resist and manage Russian hybrid operations, especially those targeting the country’s critical infrastructure and economy, but also more broadly affecting Ukrainian society and democratic foundations. Countering and managing such attacks is crucial for strengthening Ukraine’s resilience and capacity to withstand threats.

The Hybrid CoE is unique in bringing together both the EU and NATO in joint analyses and exercises, serving as a hub for learning and exchanging experiences between states, organisations, industry, and academia.
