Stronger Ukrainian resilience through defence reforms
Russia’s invasion has fundamentally transformed Ukraine, turning the country into one of Europe’s largest military powers. To build long-term trust and develop a democratic defence sector, the armed forces need to be reformed in line with EU integration and NATO standards.

The Folke Bernadotte Academy (FBA) therefore supports the Ministry of Defense’s Reform Support Office (RSO) in its work to develop new military regulations. We provide both civilian expertise and act as a bridge between Ukrainian partners and the EU and NATO.
Yuliia Marushevska has led the RSO’s efforts to modernize legislation and align it with EU and NATO requirements. A more relevant code of conduct, that soldiers can relate to, strengthens trust in the country’s military institutions, which is fundamental for long-term security.
