Unique handbook for monitoring administrative justice

The FBA and the OSCE Office for Democratic Institutions and Human Rights (ODHIR) have jointly developed the Handbook for Monitoring Administrative Justice. The handbook was launched in 2013 at a side-event on rule of law during the OSCE’s Human Dimension Implementation Meeting (HDIM) in Warsaw.

The handbook is the first of its kind and provides both normative and practical guidance for practitioners involved in trial monitoring. It outlines core standards that apply to administrative justice and responds to concrete needs of trial monitoring in the field of administrative justice.

The aim is to increase support for participating states in developing functioning justice systems that adjudicate cases consistent with the rule of law and international and European fair trial standards. Regional organisations and non-governmental actors where new courts for administrative justice have been established, such as in Albania, Kosovo, Georgia and Azerbaijan, have expressed a big interest in its use.

By using this handbook, FBA and ODHIR encourage further engagement of practitioners and authorities in improving the existing framework and operation of their administrative justice systems.
